place in promoting technological progress. There were no such tings as substitutes
for the State in China. Contrarily to Europe where, as technological change was of
private nature and occurred in a non centralized manner and in a scenario of political
competition, it could last in a long timeframe, produce great discontinuity and proceed
without giving in, regardless of serious obstacles and let-ups.
Conclusions
We can extract from these two historical cases some features fit to the military
organization as to the capability of effectively absorbing and utilizing technology. In
particular, we can identify the following features:
- Selection of talents, from the lowest ranks to the highest ones;
- Decentralized control over the sectors utilizing technology;
- To keep the track of what is going on in the technological fields;
- Capability of absorbing imbalances due to the use of new technological means;
- To create and maintain in the financial chain, an apposite technological sector,
whose development and success depends on the success of the new technologies.
According to these principles, it would be possible to build an appropriate structure.
