          inside military forces was still weak at that time, hence the government on April 6 ,
          1958 processed the purchase contract of warships and aircrafts from countries such as
          Poland, Czechoslovakia, and Yugoslavia. In 1959, The Army Chief of Staf , General
          A.H. Nasution also made weaponry purchase agreement contract with the United States
          and Western European countries, but as political problems, they cancelled the delivery
          of such weapons. Then on January 3 , 1961 at Kremlin, Soviet Union, has signed the

          contract  (agreement)  of weaponry purchasing with long-term  credit  and became  the
          biggest weaponry purchasing contract by Indonesia. In the end of 1961, the military
          equipments began to be sent by Soviet Union and Indonesian military power became the
          strongest country in Southeast Asia.


          3. The Command of the People.

             On April 5  1961, the Dutch inaugurated the Papua Council and completed with flag
          and national anthem of Papua. That action caused culmination of anger from Indonesian
          side. According to the fact that the Netherlands remains adamant, the concrete planning
          which based on military power was absolutely needed as guidance for liberation of West

          Irian. On April 12  1961, the Minister of National Security/ the Army Chief of Staff,
          General A.H. Nasution informed the Joint Chiefs of Staff (GKS), that the President/ The
          Highest Commander in Chief had ordered GKS to prepare Joint Operations for West Irian.
             The Dutch government then accelerated the idea of self-determination not through
          Papua Council, but by forming of Papua National Committee who was inaugurated on

          October 19  1961. The Indonesian government took immediately actions by establishing
          the  National  Defense  Council  (DEPERTAN) which  had  a  duty  to  arrange  the  way
          for integrating the whole national potential in the struggle of West Irian Liberation.
          DEPERTAN was inaugurated on December 11  1961 and chaired by the President/ The

          Highest Commander in Chief of the Indonesian Republic Armed Forces with members
                                                                                      th
          from high military officials and civilians. The DEPERTAN meeting on December 14
          1961 had decided the establishment of the Highest Command of West Irian Liberation
          (KOTI Pemirbar)  with  The  Highest  Commander  in  Chief  of  KOTI,  The  President
          Soekarno, Deputy Commander in Chief, General A.H. Nasution and assisted by three
          Chiefs of Staff/ Commander in Chief of Army, Navy, and Air Force.
             DEPERTAN produced  a  conception  was which  known as  Tri  Komando  Rakyat
          (Trikora). On one momentous Roll Call at LOR Yogyakarta Square on December 19

          1961, President Sukarno declared Trikora which contained:
             a.  Foil the forming of Colonial Dutch’s Puppet State of Papua.
             b.  Hoist the Red and White Flag in West Irian, the motherland of Indonesia.
             c.  Be ready for general mobilization to defend the independence and unity of our
                national homeland.

          4.  GKS concept of West Irian Liberation Operation.
             According the instruction  of President Soekarno, GKS formed  The  Arranging
          Committee of West Irian Joint Operations which met firstly on June 13  1961. Then
