           13. The Concept of Jayawijaya Operation.
              The plan of Jayawijaya  Operation  has been stated  since May 18 , 1962. On the

           concepts of Jayawijaya Operation, it had determined  that the day of attack was  on
           August 12  1962. On July 17  1962 or H-26, all troops in the Amphibious Task Force
                                     th

           (ATA-17) began to move from the initial bases and should be already gathered on the
           H-10 at Gathered Area I on Peleng Gulf, Banggai Islands East Sulawesi in order to
           power consolidation. On the H-6, ATA-17 moved toward Gathered Area II at 60 degrees
           North latitude of Morotai Island. Then on H-4, ATA-17 continued its movement towards
           the target of Biak. During sailing on own water territory, AKA-17 was protected by Mig-
           17 and AS-4 Gannet aircrafts and when it entered the enemy territorial water, they would
           be escorted by TU-16 and TU-16 KS aircrafts.
              Meanwhile the Air Combat Units on H-2 started to deliver the troops from Reserve
           Post to paratroops centralization on Ambon, Amahai, and Letfuan Posts by transport
           aircrafts.  The paratroops consisted of 2 Brigade  paratroops (TF-1 Seno and  TF-2
           Gatotkaca). On that day, the attack started to the enemy’s air forces at Sorong, Fak-fak,
           Manokwari, and Biak to seize the air superiority.
              On the day, the grounding would be done by TF-1 Seno to the target area for seizing
           the airbase and the only spring in Biak. On the day H+2, ATA-17 beached Pasrat-45 (TF
           Wibisono) as many as 8.100 soldiers and followed by TF Hanoman as many as 8.000
           soldiers.
              In attacking plan of Biak, Frogmen soldiers cleaned  the beach  from natural  and
           human obstacles. The Mine Sweeper Ships Unit cleaned the water area of beaching
           spot. Then it was followed by the beaching of Amphibious Tank Company and Pasrat
           from Battalion 1 and Battalion 2 Marines. Meanwhile the Battalion 3 Marines seized
           Owe Island which previously attacked by 1 company of Kipam. The soldier of Battalion
           509 was still onboard and waiting the beaching order. Then the Brigif 1 (TF Hanoman)
           beached and moved directly to Biak to make link up with TF Seno.
              Based on the planning of the day H+3, Division II Command (TF Lesmono) beached
           and took over all TF command on land. The overall operation was estimated complete
           in 5 days, hence the Proclamation of August 17  1962 might also be celebrated in West

           Irian. As a backup, the Para Brigade (TF-2 Gatotkaca) was prepared to seize and occupy
           Hollandia. Meanwhile the Brigade 2 ADLA was prepared to seize Sorong.
              In reality, the preliminary phases of Jayawijaya Operation until the ATA-17 forces
           concentration  at Gathered Area I Banggai had been done.  The diplomatic  progress
           showed the possibilities of the Dutch to solve this dispute through negotiation.


           14. The Diplomatic Progress and Cancellation of Jayawijaya Operation.
              International  forum actually  gave concern to this problem. United Nation (UN)
           initiatively  tried to open peace negotiation  again. Then on May 26 , 1962, a peace
